    REPORTS TO: Assistant Commissioner Head of the Regulatory Action Division (RAD)

    MANAGEMENT RESPONSIBILITIES: No line management responsibilities. Has responsibility for managing the relationship with external audit providers and a Security/Technical Adviser.

    SALARY: Job level F

    HOURS: 37 per week. This post is fixed term for two years.

    PURPOSE OF POST:
    The Audit Development Manager will be responsible for the development of an effective system for delivering a programme of external data protection audits in line with the RAD Audit Strategy. This will include the continuous improvement of approaches to audit through reference to best practice, regulatory approaches, and the engagement of external audit providers.

    KEY OUTCOMES
    The following outcomes will be expected to be achieved by the post holder

    • The development of the responsibilities and remit for a retained Security/Technical Adviser for the ICO, and the subsequent identification and engagement of a suitable individual or organisation.

    • The establishment of the criteria for the appointment of a panel of external auditors who will undertake audits of government departments on behalf of the ICO, and the subsequent sourcing, appointment and contract management of these organisations.

    • The management of the contracts with external auditors, ensuring that the ICO receives value for money and the required level of service. This may ultimately involve taking steps to improve service levels or removing organisations from the list of approved auditors.

    • The management of budgets relating to the purchase of services provided by external auditors.

    • The development, evaluation and continual review of an audit methodology for themed audits of government departments to be utilised by the panel of external auditors.

    • The development and management of control mechanisms to ensure that audits are conducted to an appropriate standard and to assess customer satisfaction.

    • The co-ordination of appropriate ICO enforcement activity which results from audit identified non compliance, having obtained advice from the Assistant Commissioner Head of RAD.

    • The agreement with data controllers on appropriate remedial actions and the time scales for such actions in line with audit report recommendations.
    • The provision of input to the development of a comprehensive data protection audit strategy for RAD, and leading the strategy in relation to audits conducted by external auditors to ensure that business objectives are met.
    • The regular review of external data protection audit best practice and adoption of this where appropriate.
    • Ensure that effective links are created between auditors within the ICO and the external auditors to share experiences and best practice.
    • The formulation of an ICO audit manual for use by ICO and external auditors.

    Essential Criteria

    Education and Qualification
    Educated to degree level with professional audit qualification.

    Work Experience
    At least five years experience of the management of an audit regime or function.

    Knowledge, skills and ability.
    Good intellectual and analytical ability in order to be able to apply complex legislation to a variety of practical circumstances.
    Ability to lead significant projects within specialism.
    Good strategic thinker, able to take the lead within the specialism working to organisational goals.
    Work with little supervision with significant freedom to make decisions about the future role of Audit.
    Excellent communicator both internally and externally. Some experience with media interviews preferable.
    Good influencing and negotiation skills clearly able to make a difference.
    Ability to deal with a demanding workload and manage the priorities of others.
    Knowledge of IT and its use in the management and security of personal data.
    Knowledge of general business processes with specific reference to the management and handling of personal data
